Fee Navigator, Optimized Payments And Save data joined forces to create an AI-powered compliance verification tool for Visa Commercial Enhanced Data Program (CEDP). The free tool gives B2B merchants an instant assessment of their compliance status under CEDP rules and identifies potential savings opportunities.
Visa’s CEDP, which goes into full effect on October 17, 2025, overhauls the way merchants can benefit from discounted interchange rates on commercial card transactions. Under the new program, Visa uses AI-powered verification to verify the accuracy and completeness of advanced transaction data. Merchants who fail to meet the new standards lose access to Level 2 and Level 3 exchange discounts.
Since the launch of CEDP, there have been widespread compliance failures among B2B merchants, with some customers experiencing cost increases exceeding $500,000 in a matter of weeks. Many companies that previously qualified for Level 2 and Level 3 discounts were reclassified as unverified by Visa after the program’s AI checks detected placeholder or auto-populated data that no longer met the new standards.
The tool uses AI powered by deep payment expertise, processor statement intelligence, and exchange rule set analysis to deliver results within seconds of a merchant submitting their statement.
The AI engine detects compliance gaps, flags transactions at risk of being downgraded under CEDP’s data quality standards, and estimates the potential financial impact of non-compliance; This analysis often requires days or weeks of manual review by payment consultants. Merchants are subject to a clear and independent assessment of Visa Approved Merchants’ potential exposure and specific areas where enhanced transaction data does not meet CEDP requirements.
The collaboration brings together companies from different corners of the payment ecosystem. Verisave works directly with merchants to remove unnecessary fees, optimize exchange rates, and provide much-needed transparency to merchant accounts.
Optimized Payments is a payments analytics and consulting firm focused on helping merchants and payment platforms improve their payment economics. Fee Navigator is a technology provider serving acquirers, ISVs, banks and ISOs with AI-powered statement analysis across thousands of different processor statement formats.
Together, the three firms contributed relevant benchmark data, processor manifest expertise, and exchange ruleset knowledge to power the tool.
